THE PROFESSIONAL::
He is a 1998 HND graduate of Banking and Finance from the Institute of Management and Technology, Enugu.
He has a certificate in Petroleum Extension Programme on Petroleum Measurement and Loss control from the University of Texas at Austin, U.S.A.
He is a Fellow of the Chartered Institute of Public Management of Nigeria.
He has a certificate of the Institute and he is also a member of the Chartered Institute of Local Government and Public Administration of Nigeria.
An Associate Member Nigerian Institute of Management, NIM.
A member of National Union of Petroleum and Gas Workers (NUPENG), Apapa Lagos being a Depot Manager in 2009 at SPG Depot in FOT Onne,Port Harcourt and SPG Depot Ibru yard Apapa, Lagos; a position he occupied until he resigned in February 2015.
He was Vice chairman of Depot Tank farms at Apapa Lagos between 2011-2014
He got his MBA in Marketing from Ladoke Akintola University of Technology ( LAUTECH) Ogbomosho, 2006
He obtained lots of certificates, training/courses, seminars ranging from International Oil Pricing, Petroleum measurement and loss control, Fraud Prevention, Bulk Liquid Storage Congress in Nigeria, Dubai UAE, Pretoria South Africa, United Kingdom and the U.S.A
He worked with the Securities and Exchange Commission, Lagos during his Industrial Training programme in 1995.
He did his Compulsory National Youth Service Corps( NYSC) with Nigerian Gas company Ubeji,a subsidiary of NNPC in Warri 1999-2000.
In year 2000 he started his full career in the Oil and Gas Industry with Sea Petroleum and Gas Company Limited Lagos.
In his 15 years with the company, he held several positions at various times in so many capacities.
He started as Internal Auditor, to Treasury/Stock accountant, to Area accountant, to Depot Manager portharcourt and to Depot manager Apapa Lagos.
While working he never ceased to improve his knowledge and broaden his horizon.
Owing to this, he took alot of qualifying professional examinations in and out of Nigeria which enabled him become a master in his field.
A GENTLE MAN ::
Home is where they say the heart lies.
He was born on 15th of April 1974 in Lagos State to one of the great living legends of Etsako music, High Chief Vincent Ugabi (Etsako music ambassador) and late Mrs. Paulina Iyotomhe Ugabi.
He started his education at Agenebode his hometown, at Ogbake primary school from 1979- 1984.
He then went back to complete his primary school in Ajeromi public school Lagos and also started his Secondary School at Ojora Memorial Secondary School in Lagos.
His heart always being at home made him come back to Agenebode to complete his Secondary School at the famous St. Peter’s Grammar school Agenebode Edo State ; Where he obtained his Senior Secondary Certificate Examination.
It then became imperative for him to leave again for further studies at Higher institutions in other parts of the country. But that did not dissipate his love for home and he was home every other holiday.
After studies, he got a job in the Oil and Gas industry where he grew to an enviable position of AGM in the organization and as usual with home in his heart, the glitz and glitters of the city did not delude him and when it was time to get married, he got a beautiful maiden and they are blessed with children.
While he was still in the private sector, coming home regularly made him appreciate and understand the needs of his people and in his own little way, to help in the growth and development of the youths. He organised, funded and sponsored the Kingsley Ugabi United championship in Weppa. It was a football championship where he hope to engage the youths positively and also to help them discover their hidden talents.
Also he solely sponsored and financed the Etsako east Beach soccer team that had won Gold medal in 2016 and Silver medal in 2017 respectively in a tournament in Annegbette, Etsako central LGA of Edo state.
He also helped people in various ways in form of cash, payment of school fees, and also organising and supporting the schools in his place by ensuring that teachers for core subjects were made available for students.
In recognition of his contribution to youth leadership ,The National association of Edo state student in University of Benin, in January 25th 2014 honoured him with an award for Visionary Leadership and Development
Same award was given to him again in 2015.
He is a member of the Weppa Wanno Pyramid club of Nigeria, a Social cultural club in Weppa wanno and was one time the Lagos chapter chairman of the club.
He indicated his interest to run for the Edo State House of Assembly 2015 and won the election and he is presently member of the Edo state House of Assembly as he was also re elected in 2019.
AS A POLITICIAN:
The member representing Estako East constituency is a man with a vision and focus.
In 2006 he joined and became a card carrying member of the Action Congress (AC) which later became Action Congress of Nigeria (ACN) and today as All progressive congress (APC).
He understands what the legislative arm is all about, he knows the responsibility, the rights, and the duties of a legislator and also understands his people and their expectations ; and this is why he can boldly stand and give account of his stewardship to his service as a legislator at the State Assembly.
He realise the needs to be conversant with the Policies of Government that will help him carry out his service judiciously which will help in the Development of his Constituency and the State in general.
In order to enhance his legislative ability he took some courses and step among which are:
“Financing Sub-sovereign Infrastructural Development through the capital market in UAE 2016. (SUKUK BOND)”
“Induction certificate course on Legislative Studies at the National Institute of Legislative studies Abuja, 2015”.
“Common induction standard course at BMS house London United Kingdom 2017” .
In his four years period in the State House of Assembly he has imparted immensely in the lives of people in his constituency:::
INFLUENCED ROAD CONSTRUCTION PROJECTS AND EMPOWERMENT THROUGH CASUAL ENGAGEMENT:
•SEEFOR road construction and tarring with drainage of Tomo Agazima Street, in 2016 with 61 persons empowered monthly as beneficiaries for maintenance and cleaning for one year.
•SEEFOR road construction and tarring of Fr. Piotin Road (old NEPA road) in 2017 with 121 beneficiaries empowered for monthly stipends for one year.
•SEEFOR road construction at Iviukwe inner town road in 2018 with 145 persons empowered to benefit monthly for one year.
•SEEFOR road construction of New Dayspring school road okhue Okugbe Okpella in 2018 with 135 persons benefiting monthly for one year empowerment.
•SEEFOR plus road: construction of Umole Street Off mission road Agenebode
•SEEFOR plus road: construction of Akhagbosu St off mission road Agenebode.
•Follow up and influence of NDDC Asphalted road construction with drains at Iviari township road Iviari that has helped opened up the town.
•Follow up the influenced Iviukwe NDDC road for the Iviukwe township road
Town hall meetings of happening in the Etsako East Constituency as it relates to projects, complaint letters, projects in the Budget and activities of Government within the State.
•Please note that labourers are solely from the immediate communities. This will impact positively on the economic lives of the community. From the tipper drivers to the food sellers, water tanker drivers e.t.c.

LETTERS
• Letter of complaints to the Commissioner of Infrastructure on the deplorable state of our roads in Agenebode and Okpella especially Imiekuiri community road.
• Complaints letter to the Ministry of Environment and Sustainability on the deplorable roads, collapse and erosion problem in Okugbe and Imiekuri road.
• Complaints letter to NEWMAP on the erosion situation in and around Etsako East Agenebode and Okpella area.
• Complaints letter to the Ministry of Environment and Sustainability on the erosion problems on Secretariat road, Inwomoh Street and Agbiboa Street in Agenebode.
• Follow up letter to NDDC on the road project in Iviari and Iviukwe community
• Follow up letter to SEEFOR coordinators on the propose road construction projects in Imiegba, Okpella and Agenebode.
. Letter to SEEFOR and follow up on the proposed Sabo market road to be constructed in Imiegba .
. Follow up letters on the ongoing construction of the Ogriga, Afokpella ,okugbe and Awuyemi road in okpella.
* Follow up with the dailies advertorials on road construction of the ivioghe, Iviebua, ivianokpodi, Iviukwua, iviegbepui, Iviukwe and Ekwotso link road in the budget.
MOTIONS
• A motion on oil spillage in Igiode community in Weppa Wanno in Estako East local Government area: compensation and repair and blockage of ruptured pipe by PPMC
• A Matter of urgent public importance: calling on the state and Federal Government to come to the aid of the people of Okpella on the wind, storm disaster, rain fall, destruction of properties and farmlands in Estako East local government area.
• A motion calling on Edo state government ,Nigerian Police Force and other Security agencies to come to the aid of the people and other road users on kidnapping and Armed robbery attack on the Benin-Ehor-Ekpoma-Auchi-
Okpella road, Agbor -Uromi-Auchi road, Afuze-Sabogida-Sobe road, Benin-Lagos road, Benin-Sapele-Oghara-Warri road, Akoko-edo-Igarra road, Auchi-Ekperi-Agenebode road, Auchi Fugar Agenebode road.
• A Motion calling on the state Government, NNPC, NOSDRA, and all other relevant agencies to provide urgent solution to the oil spillage in some communities in Estako East local government: Afokpella,Okpekpe,Uzanu,Igiode and Unuedegor.
• A Motion calling on the Local Government to perform their function of naming of streets and numbering of houses in their constituency as enshrined in the fourth schedule section 1 (a) of the 1999 constitution as amended, to enable the state plan their towns.
• A Motion calling on the Ministry of Education, SUBEB, to as a matter of urgency post teachers to all Government Secondary Schools in rural area and especially Estako East for all relevant subjects.
* He supported bills that improved on the lives of people in his constituency. This also include his support for similar bills from the Executive arm of Government.
* He was the Chairman House Committee on Wealth Creation, Employment/ Coperative.
* He was one time Chairman House Committee on Finance and Economic Development.
* He served in various
standing Committee: Health, Agriculture, Security, Work and Housing, Infrastructure, Power/Energy and Water Resources, Budget Monitoring and Appropriation, Education, Commerce and industry etc.
Winning the election has made him realized the trust and confidence his people have in him and this had also spurred him to do more for his people in terms of provision of their needs.
The above listed has also shown him that there is much more he can do to improve the lives of his people, whenever given the opportunity.
